a. INTRODUCTION:
This position is located in the Purchasing and Contracting Division of the United States Property and Fiscal Office (USPFO). Initiates contracting actions from acquisition planning, solicitation actions, contract award, contract administration, to contract close-out. It is responsible for a full range of contracting functions including pre-award and post-award activities for a variety of complex supply, service, construction, architect & engineering (A&E;), automated data processing equipment (ADPE) contracts, and multiple award best value Task Order Contracts. It provides contracting services for all Army and Air National Guard (NG) locations throughout the State. Employee prepares and administers a variety of Cooperative Funding Agreements and Inter-Service Support Agreements. It monitors federally funded contracts awarded through state contracting procedures to determine compliance with terms of the controlling Cooperative Funding is accomplished through negotiation, sealed bidding, or simplified acquisition procedures for commercial items and complex non-commercial items. Performance periods of more than one year frequently apply to these acquisitions.
b. GS-09 DUTIES:
(1) Performs pre-award, post-award, and contract close-out functions for a variety of supply, services, architect/engineering services and construction contracts within both the Army and Air National Guard (NG). Contracting is established through sealed bidding procedures with some assignments involving negotiated small disadvantaged business program contracts, architect/engineer contracts, and Job Order Contracting (JOC) and Task Order Contracting (TOC) delivery orders.
(2) Initiates advance acquisition or contracting plans for projects. Determines the appropriate contract type and applicable special provisions as they apply to the particular project. Prepares Pre-solicitation Notice and Commerce Business Daily (CBD) synopsis. Prepares the Invitation for Bid (IFB) or Request for Proposal (RFP) for procurements including solicitation provisions, proposal documents, contract clauses, and plans and specifications. Prepares Determination to use Warranty Clause and calculates Liquidated Damages. Compiles Bidders Mailing List and issues the solicitation and subsequent amendment(s), if applicable.
c. GS-11 DUTIES:
(3) Carries out the pre-award contracting process in establishing project objectives and time frames. Develops and obtains necessary coordination and approval of acquisition/contracting plans. Determines and/or recommends the appropriate contract type and applicable special provisions as they apply to the particular project requirements. Prepares the Commerce Business Daily synopsis, selects provisions for the solicitation for bids that are appropriate for the particular procurement and prepares the Invitation For Bid (IFB) or Request for Proposal (RFP), to include solicitation provisions, bid documents, contract clauses, plans and specifications.
(4) During post-award process, conducts pre-construction/pre-performance conferences, coordinates work schedules, obtains and reviews bonding and proof of insurance to determine compliance with contractual requirements and reviews and approves or recommends approval of material submittals. Monitors contractor progress relating to the terms of the contract. Reviews and approves or disapproves progress payment requests from the contractor. Enforces compliance with contractual requirements by reviewing contractor and subcontractor payrolls, on site labor compliance surveys and requesting additional wage rate classifications from the US Department of Labor. Coordinates and resolves all labor matters relating to the contract.
d. GS-12 Duties:
(5) Exercises Level II contracting certification authority in oversight and/or accomplishment of procurement of a variety of complex supply, service, construction, architect-engineer, automated data processing equipment/software/supply/items and services. Many of these contracts extend over one or more years. Exercises delegated Contracting Officer authority.
(6) Functions as a project manager of an acquisition team. Reviews requests for contracts, directs the activities of the acquisition team, and encourages open communication and unity of purpose among team members. Participates in the development of acquisition strategies and evaluation of technical proposals. Researches guidelines, including statutes and case law, to determine the legal basis for each uniquely flexible acquisition process utilized. Analyzes requirements in order to develop acquisition processes that deliver basic best value products and services on a timely basis in response to agency requirements. Ensures the acquisition strategy encourages innovation. Makes local adaptations where uniformity is not essential; and results in promotion of competition, minimizes administrative operating costs, and fulfills public policy objectives.
DESCRIPTION OF WORK:
Positions in this series manage, perform, and administer purchasing and contracting functions for commodities, services, and construction. The work includes cost and price analysis, selection and solicitation of sources; preparation, negotiation, and award of contracts through formal advertising or negotiation procedures, and all phases of contract administration, termination or close out of contracts. This field involves soliciting bids and proposals, preparing, processing, awarding and administering contractual documents. Maintains records of obligations, bid deposits and miscellaneous purchasing transactions.
MINIMUM REQUIREMENTS:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. (A copy of degree certificate must be provided with application)
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree.) If a degree has not been conferred, a copy of the transcripts must be provided with application.
AND
C. The Defense Acquisition Workforce Improvement Act (DAWIA) dictates specific education, training requirements, and knowledge and experience factors for Acquisition Corps Officers and individuals holding Contracting Officer positions above the simplified acquisition threshold must meet certain criteria. Groupings of education, training and experience standards provide the framework for progression in a career field and are used for the purpose of characterizing an acquisition officer's qualifications within a given career field. If applicants have not completed all the training required for their current position, they may not be considered as candidates to fill the vacant position on a promotion basis. If prevented from completing mandatory courses, this certification must be met within 18 months of selection. The three career levels are:
Level I : Basic or Entry level positions at GS-5 to GS-9.
Level II: Intermediate or Journeyman level positions, GS-9 to GS-12.
Level III: Advanced or Senior level positions, GS-13 and above.
SPECIALIZED
Experience:
In addition to the minimum requirements, to qualify as the GS-09, incumbent must possess at least 12 months experience equivalent to at least GS-7 or 2 full academic years of progressively higher level graduate education, or master's or equivalent graduate degree or LL.B. or J.D. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-9 position.
In addition to the minimum requirements, to qualify as the GS-11, incumbent must possess at least 12 months experience equivalent to at least GS-9 or 3 full academic years of progressively higher level graduate or Ph.D. or equivalent doctoral degree. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-11 position.
In addition to the minimum requirements, to qualify as the GS-12, incumbent must possess at least 12 months experience equivalent to at least GS-11 level. Applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-11 position.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED
Experience:
Effective October 1, 2000 the Department of Defense implemented Title 10, United States code, sections 1723 through 1733, that put a positive educational requirement on this series, however if an individual occupied a GS-1102 position with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from the educational requirement.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete a Declaration of Federal Employment: prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
