59 PM MountainDescription and Functions GENERAL DESCRIPTION:
The risk management position helps to ensure an actuarially sound Workers' Compensation Fund and promotes a safety culture across the state.
Risk Management also works to educate and assist over 18,000 Wyoming Workers' Compensation Insurance policyholders to understand better their coverage, including explaining their Experience Modification Rates (EMR) and rate information based upon an employer's classification.
In addition, Risk Management handles three base rate discount programs and a grant program and works with other departments, such as OSHA and WCSR, to promote the other discount programs for Wyoming employers to utilize.
The Risk Managers work with Wyoming OSHA, Wyoming Workers' Compensation, Claims, Employer Services, and Labor Standards to provide a collaborative resource for employers around the state.

Essential Functions:
The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
The Risk Manager complies with a Risk Management Analysis (RMA) and uses the analysis to educate the employers/policyholders within the state.
The Risk manager usually presents to an employer's representative (HR manager, safety manager, etc.
) on all aspects of Workers' Compensation, Safety, and Risk Management.
Explains to employers (including state agencies) the process in which their EMR is calculated, which discounts they can qualify for, and how to manage their claims best.
The Risk Manager uses injury history and data trending to show employers where they can identify injury trends and improve the safety of their business.
The Risk Managers utilize experience, training, and judgment to identify where to focus a presentation for an employer.
Risk Managers also educate all employers about the benefits of maintaining its loss data year-round by utilizing the online PIERS system.
Risk Managers must be available to answer questions from employers during and after a Risk Management Analysis has been conducted.
Risk Managers must also reach certain outreach goals to ensure as many employers as possible can utilize the services provided.
Administer and manage the Deductible Discount Program.
Determine eligibility by interpreting laws, rules, regulations, policies, and procedures for the program to assist employers in receiving base rate reductions to their Workers' Compensation premiums.
Maintain a computer database of all applications for the programs.
Provide program technical assistance to employers.
Apply appropriate discounts in CoreSuite.
Develop and implement program policies and procedures.
Coordinate and provide training and education on all Risk Management, Workers' Compensation, and OSHA services to an array of audiences, including the Safety and Workforce Summit, Employer Seminars, and alliance meetings.
If not already certified, the Risk manager must attend the proper classes to become a Certified Risk Manager.
Qualifications PREFERENCES/ AGENCY REQUIREMENTS:
Preference may be given to those with claims experience.
Preference may be given to those with Safety Management experience.
Certified Risk Manager (CRM) or Associate in Risk Management (ARM) Valid Driver's LicenseKNOWLEDGE:
Knowledge of insurance coverage and principles.
Knowledge of major principles, concepts, and practices in safety accident prevention and accident investigation.
Mathematical skills to effectively compile and evaluate the statistical data involved with this position.
Industry terminology to be able to communicate with all covered employers.
Computer skills, including all of Microsoft, especially Excel, PowerPoint, and Access.
Learning knowledge of all Workers' Compensation software programs.
Knowledge of instructional design strategies and adult learning and multi-cultural principles.
Written and oral communication skills.
Interpersonal skills in relations with employers, public officials, and representatives of groups affecting and affected by Workers' Compensation.
Knowledge of and ability to interpret and apply Wyoming Statutes, Rules and Regulations, and Policy and Procedure.
