Assistant Human Resources Officer- Senior Strategic Business Partner

Summary The role of the Senior Human Resources Strategic Business Partner contributes to overall VISN performance by providing tactical and strategic consulting on people and organization development strategies in support of business objectives.
The Senior Strategic Human Resources Business Partner is an experienced local labor market expert advisor to executive leadership on all HR matters at a designated facility.
Responsibilities Serves as the primary strategic advisor between local leadership and VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning.
Executes delegated responsibilities for the local labor market in the following functional areas:
employee relations consultation; strategic talent acquisition and management (staffing).
Policy interpretation, application, and implementation; and performance and compensation management consultation.
Provides day-to-day consultation to leadership on a variety of actions to include employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation.
Serve as a key member in various VISN and Facility committees and activities working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals.
Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues.
Works in partnership with stakeholders to include medical center leadership, Shared Service Units and other internal/external stakeholders to support HR initiatives and organizations that span the regional boundaries.
Serves as the facility HR advisor to the facility executive leadership team for the Human Capital Program.
Provides consultation and advice on ways to address process, structure, culture and people challenges or opportunities with initiatives that are aligned with the HCM policies and strategies.
Analyzes workforce changes and VHA directives, policy, and program changes to tailor local programs to staff the organization with fully qualified employees to meet facility workload requirements.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
