Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:
The Wyoming Attorney General's Office is seeking an attorney to provide professional legal representation to the Wyoming Department of Health - Division of Healthcare Finance.
This attorney will advise the Division on day-to-day legal matters, participate in administrative hearings, conduct legal research, and review agency rules.
The primary focus of this position will include performing legal services to the Division for estate recovery, third-party liability recovery, provider recovery, and eligibility purposes.

Essential Functions:
The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Perform legal services involving recovery from estates, recovery from liable third parties, and recovery from special needs trusts, pooled trusts, and irrevocable income trusts for benefits and services that are paid for by the State Medicaid program.
Provide guidance with changes to Medicaid statutes and rules involving third-party liability, estate recovery, and trust recovery.
Conduct legal research; present legal conclusions and other research in various formats, including legal documents, oral documents, oral presentations, and formal and informal legal opinions; draft legal documents including complaints, answers, memoranda of law, briefs, and discovery and drafting and editing agency rules.
Uses specialized legal skills, knowledge, and experience to plan actions, devise strategies, resolve problems, and formulate legal questions, explanations, positions, and responses.
Consult with the Deputy for the Human Services Division on strategic legal decisions; take assignments as directed by the Health section supervisor within the division, and from the division deputy.
Stay current on legal literature in all aspects of the relevant law to provide current assistance to clients and other staff attorneys with questions.
Other duties as assigned.

Skill in communicating facts, theories, and arguments to persons of varying educational, social, and economic backgrounds.
Skill in assessing legal strengths and weaknesses of client's position and negotiating or litigating relative merits.
Skill in public speaking, and case presentation.
Skill in writing clearly and concisely.
Ability to anticipate problems and prepare for them.
Ability to isolate and organize multiple issues and present each clearly.
Ability to relate factual situations to the Department of Health policies under the statutory guidelines.
