The ideal candidate for this job will find joy in helping the WIC Program and Breastfeeding Peer Counselor Program grow and thrive in Wyoming by overseeing half of the local agency operations for the Wyoming Women, Infants, and Children (WIC) Program, representing about 7,000 participants and budgets of up to $1.
3 million for the biennium.
You can find job satisfaction and fulfillment through building and working with teams, providing program guidance, supporting staff, and coordinating with the State Nutrition Coordinator and WIC Unit Manager to oversee WIC Program management, supervision, policy oversight, and quality assurance.
You will also have the opportunity to influence the breastfeeding experience of women and infants through oversight of the breastfeeding peer counselors and peer counselor funding within the Wyoming WIC Program.

Essential Functions:

Provides oversight and direction for the breastfeeding component of the WIC Program including the WIC Breastfeeding Peer Counselor Program.
Manages, plans, coordinates, evaluates, and ensures the Peer Counselor Program is carried out in compliance with federal, state, and county regulations and standards.
Develops/authorizes all peer counselor contracts, activities, training, competencies, and annual budget.
Conducts biennial monitoring and evaluation of local agency activities assuring compliance with state and federal regulations.
Provides technical assistance to all local agencies regarding nutrition, health education, breastfeeding, and supplemental food policy for WIC participants.
Resolves problems presented by subordinate management, local staff, other service providers, or participants regarding nutrition/breastfeeding policies, organization, and/or methods.
Writes annual WIC local agency, professional service, and At-Will-Employee Contracts (AWEC) for areas supervised.
Supervises ordering, inventory, distribution, and monitoring of breastfeeding equipment provided to WIC participants through the local WIC agencies.
Establishes, defines, and updates standards for nutrition, health assessment, and breastfeeding for WIC clients, including criteria for high-risk determination.
Develops, implements, and evaluates state and local agency WIC policies and procedures and provides input for multiple functional areas in the Annual WIC State Plan of Operations and State and Local Policy and Procedure Manual(s).
Supports management of the WIC Program within the mission of the Public Health Division through assessment, policy development, and assurance in the delivery of community-based, family-centered, coordinated care providing nutrition/breastfeeding expertise within the Department/Division.
Effectively implements performance management and quality improvement principles.
Establishes and maintains cooperative/collaborative relationships with local, state, federal, and private agencies and participates in periodic meetings of related sub-groups.
Assists with planning Annual State WIC Meeting(s) and nutrition/breastfeeding training or conferences, with input from local agencies and State office associates.
Composes correspondences and reports calling for considerable discretion and judgment relating to personnel and program matters.
Qualifications PREFERENCES:
Preference will be given to candidates who are Master's prepared Registered Dietitians or Registered Dietitian Nutritionists who have the IBCLC (International Board Certified Lactation Consultant) credential.
KNOWLEDGE:
Personnel Management:
Knowledge of administrative management principles with the ability to apply this knowledge in supervising, leading, training, managing, motivating, recruiting, and retaining employees along with the ability to delegate, dissemination information, and adapt to changing technologies realizing this occurs from a distant location when needed.
Skill in interpersonal relations as applied to interaction with community groups and officials, the general public, and medical personnel.
Ability to be self-directed, organized, assertive, and to exercise independent judgment including the ability to perceive when change is needed and creatively bring about change.
Financial Management:
Knowledge of governmental budgeting, accounting principles, and record keeping.
Ability to develop, plan, monitor, and evaluate multiple budgets and expenditures.
Nutrition and Health Management for Women, Infants, and Children:
Dietetics knowledge/skills/competencies in nutrition assessment, nutrition diagnosis, nutrition intervention, and nutrition monitoring and evaluation and standards that affect overall patient care and safety.
Skills in critical thinking, communication, and collaboration.
Knowledge of evidence-based practice.
Program Management:
Knowledge of and ability to apply federal, state, and local rules and regulations pertaining to programs and evaluate these services and programs.
Knowledge and ability to work as a team with various local, regional, and national organizations/groups including the ability to plan and coordinate nutrition services in state government and private sector programs.
Knowledge and ability to build interpersonal bonds and partnerships in the Department and in the community to achieve positive health outcomes for WIC participants and Wyoming residents.
Knowledge of performance management and quality improvement.

Education:
Bachelor's Degree (typically in Healthcare)
Experience:
1-3 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Supervisor OR Education & Experience Substitution:
4-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Supervisor Certificates, Licenses, Registrations:
