a. INTRODUCTION:
This position is located in the Air Operations function of an ANG C-130 unit. This position is primarily responsible for providing ground and flight training instruction for developing, upgrading, and evaluating the skills of Flight Engineer aircrew members; performing Flight Engineer duties on assigned missions; and performing related staff work.
Missions and assignments of unit aircraft may include airlift of equipment and personnel, tactical airdrop, medical evacuation, search and rescue, ski missions, aerial refueling, firefighting, special operations, and formal school qualification training.
b. DUTIES AND
Responsibilities:
(1) Performs as Flight Engineer Instructor. Conducts training for worldwide capability to include initial qualification, mission qualification, continuation training, and/or upgrade/specialized training. Training includes the full cycle of theory, actual on-the-job practice, and formal classroom instruction. Prepares course outlines and plans to include: principles of operation, preflight procedures, engineer''s panel analysis, setting of flight controls, operation of aircraft systems, emergency procedures, computation of power settings, weight and balance computations, fuel consumption data, and all other phases required for Flight Engineer training. Develops testing material for Flight Engineer training programs. Keeps records on training, analyzes and evaluates training accomplishments to determine the effectiveness of training and to rate the same. Reviews maintenance directives, bulletins, and flight manuals that relate to Flight Engineers to keep abreast of changes, to determine the adequacy of procedures and techniques, and recommend changes to the supervisor. Recommends military reclassification actions as appropriate. When required, conducts initial/refresher Flight Engineer simulator training.
(2) Performs staff work based on specialized knowledge of the unit''s mission and the related programs to ensure safe and successful accomplishment of all required training and airlift support requirements.
(3) When assigned flight examiner duties, administers ground and inflight initial, annual and/or requalification performance evaluations to Flight Engineer personnel for compliance with applicable flight manual operations, aircraft maintenance technical orders and directives.
(4) When designated as Standardization/Evaluation Flight Examiner, will have additional responsibilities to include: ensuring established standards of flight proficiency are maintained through evaluation or observation; administering formal and no-notice evaluations during operational and training flights; analyzing evaluation data for adverse trends in Flight Engineer personnel performance; evaluating ground and flight training programs; reviewing aircraft incidents, operational hazards and accident reports pertinent to Flight Engineers, making appropriate recommendations to designated officials for discussion with the Flying Safety Officer; reviewing aircrew procedures, directives and operating manuals, recommending-necessary changes or improvements; attending flight evaluation critiques; developing testing material for Flight Engineer evaluations; and maintaining a current file of all pertinent publications and operating procedures pertinent to Flight Engineer duties.
(5) May be required to perform as a maintenance test flight engineer, responsible under established policy and criteria to perform maintenance operational checks and Functional Check Flights (FCF)on unit aircraft.
(6) When performing Flight Engineer duties, inspects aircraft interior and exterior to include engines, fuselage, and control surfaces for mechanical and structural soundness and proper operation to determine aircraft airworthiness. Functionally checks all aircraft systems, flight instruments, and onboard computers (i.e., LHRS, SCNS, INS, FSAS, MADAR_)._As applicable, loads data into computers. Reviews aircraft maintenance documentation and ensures aircraft maintenance status complies with Command operating restrictions and the applicable flight manual. Records fuel consumption, range, and inflight performance data. May be required to operate landing gear kneeling/un-kneeling controls to lower and raise the aircraft for configuration to accommodate cargo loading and unloading.
(7) Maintains records and forms covering flights, repairs, maintenance, inspections and service. Identifies and documents discrepancies to ensure the accomplishment of minor and major repairs. Initiates request for worker(s) to repair, service, or inspect the aircraft.
DESCRIPTION OF WORK:
FLGHT ENGINEERS - Flight engineers assist the pilot in operating various aircraft systems, e.g., hydraulic, fuel, electrical or pressurization to assure safe operation of aircraft.
GENERAL EXPERIENCE :
FLIGHT ENGINEERS -Must possess experience which has provided the applicant with knowledge of aircraft weight and balance computations; aircraft performance data; aircraft records maintenance; and aircraft systems.
SPECIALIZED
Experience:
Must possess experience of electrical, communication, navigation, mechanical, hydraulic, and pneumatic systems applying to aircraft and related systems; flight theory; minor in-flight maintenance; personal equipment and oxygen use; aircraft emergency procedures; and using and interpreting diagrams, schematics, aircraft performance charts, loading charts, technical publications and flight manuals?
Additional experience requirements are determined locally. Specific AFSC's may be included when essential for successful performance of the job.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
Enlisted applicant's military grade cannot exceed the maximum military grade authorized. Over-grade applicant must provide a written statement of understanding with application, willingness to be administratively reduced in grade (state specific grade) if selected for this position.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
