a. INTRODUCTION: This position is located in an Air National Guard Wing, Safety Office. Only one position is available.
The primary purpose of GS-09 position is to manage the ground safety program for the installation involving diverse group industrial safety and occupational activities and provide advisory safety services to tenant organizations. The incumbent advises command staff and operating officials on safety requirements, standards and procedures. The organizational goals or objectives of this position are to ensure the safety program is upheld by providing advisory safety service, guidance and direction to base personnel. The incumbent will work closely with the Chief of Safety.
The primary purpose of the GS-11 position is to perform work in a broad range of ground safety program elements such as, inspections/surveys, evaluations, mishap investigations, advisory safety services to tenant organizations and safety training.
The purpose of this position, at the GS-12 level, the Safety and Occupational Health Manger has overall responsibility for a fully developed safety program and advises key managerial and executive personnel on courses of action that will achieve mission goals with a minimum risk of injury to personnel and damage to property. At this level, the work is to assess the effectiveness of specific programs, projects, or functions and often involves the development of weapons and explosives safety criteria and procedures for major agency activities. Work products impact on a wide range of agency safety program.
b. MAJOR DUTIES:
GS-09: Performs recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance that may cause injury to persons or damage to property. Performs periodic inspections and evaluations of assigned unit to determine compliance with appropriate occupational safety and health regulations. Conducts independent safety and occupational health surveys of assigned functional facilities, equipment, and operations where normal safety risks are encountered. Uses agency checklists and criteria from different standards to determine compliance with conventional occupational safety and health regulations and program specific safety directives and methods.
GS-11: Plans, directs, coordinates, and evaluates activities necessary to the overall management of the ground and weapons safety programs. Reviews health and safety plans/programs and develops and issues local directives and procedures establishing technical and administrative safety and occupational health requirements for industrial, construction, commercial, transportation activities, and explosives operations. Plans, schedules, and conducts periodic inspections and evaluations for the following: Facilities, equipment, operations to include munitions maintenance, loading/unloading explosives, missile handling, weapons firing ranges, combat training, sited explosives storage area, operational explosives storage locations and identifies deficiencies in the programs and variances to the standards using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with occupational safety and health regulations, DOD explosives safety standards and AF regulations. Documents and reviews inspection findings, initiates an appropriate program improvement based on findings, and prepares formal reports for dissemination to appropriate parties.
GS-12: Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse safety program (and weapons/explosives safety) affecting a complex multi-mission installation and tenant command organizations. Reviews complex Safety and Occupational Health, weapons and explosives safety plans/programs and develops and issues instructions and procedures establishing technical and administrative weapons and explosives safety requirements which frequently become official installation policy and may impact a wide range of agency explosives activities. Ensures and performs periodic inspections, evaluations, and surveys of facilities, equipment, and operations; and identifies deficiencies in the program and variances to the standard using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with weapons and explosives safety regulations.
DESCRIPTION OF WORK:
This series covers positions that involve the management, administration, or operation of a safety and occupational health program or performance of administrative work concerned with safety and occupational health activities and includes the development, implementation, and evaluation of related program functions. The primary objective of the work is the elimination or minimization of human injury and property and productivity losses, caused by harmful contact incidents, through the design of effective management policies, programs, or practices. Safety and occupational health management work requires application of the knowledge of: (1) the principles, standards, and techniques of safety and occupational health management; and (2) pertinent elements of engineering, physical science, ergonomics, psychology, industrial hygiene, physiology, sociology, and other scientific and technological fields, that contribute to the achievement of comprehensive safety and occupational health objectives.
GENERAL EXPERIENCE :
Must possess an Undergraduate (Bachelor's Degree) and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.
SPECIALIZED
Experience:
To qualify for the GS-09 position, applicant must possess at least 24 months experience, education, or training in or directly related to safety and occupational health which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.
To qualify for the GS-11 position, applicant must possess at least 36 months experience, education or training in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.
To qualify for the GS-12 position, applicant must possess at least 36 months experience overseeing a fully developed safety program and advising key managerial and executive personnel on courses of action that will achieve mission goals with a minimum risk of injury to personnel and damage to property; assessing the effectiveness of specific programs, projects, or functions and often involves the development of weapons and explosive safety criteria and procedures for major agency activities.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED
Experience:
Successful completion of all requirements for a master's or an equivalent degree, or two full academic years of graduate education, which is safety and occupational health management or safety engineering, industrial engineering or directly related fields such as Industrial Hygiene, Fire Prevention Engineering or Industrial Psychology. To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.
Transcripts must be provided only if substituting education for experience.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives.
