a. GS-11 INTRODUCTION
This position is located in the United States Property and Fiscal Office (USP&FO;), Data Processing Center (DPC). The purpose of the position is to perform studies of new or modified computer applications, develop a plan to accomplish the needed work and to perform the required programming work.
b. GS-11 DUTIES AND RESPONSIBILITIES
(1) Reviews and analyzes the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems.
(2) Receives and evaluates requests for data processing projects. Requests are normally general in nature without specific information on input/output data and hardware instructions. Conducts studies concerning the feasibility of proposed new systems development projects. Determines time and cost savings, man-hour and material requirements, hardware capabilities, and overall impact on resources. Advises on the best methods to accomplish the project.
(3) Works closely with customers to determine required functional requirements and to translate functional requirements into design specifications.
(4) Recommends improvements to current applications. Reviews and analyzes current systems. With approval, completes modifications and improvements to provide better service and more efficient utilization of personnel and equipment. Proposes needed re-design studies. Develops reports on the status projects.
(5) Integrates multiple operating systems and coordinates between functional areas that necessitates unusual coordination and organization requirements.
(6) Designs the program structure of files and records and determines detailed sequences of action in program logic. Codes, tests, debugs, and documents programs.
(7) Responds to problems by diagnosing and correcting errors in logic and coding. Writes and maintains application operation instructions for assigned programs.
c. GS-12 INTRODUCTION
This position is located in an information management organization. The purpose of the position is to engineer (plan, design, develop, test, implement, support and maintain) applications and serve as the technical expert for application development.
d. GS-12 DUTIES AND RESPONSIBILITIES
(1) Serves as a principal expert and the authoritative source for software application development providing project leadership to lower-graded specialists. Provides technical guidance for application analysis and programming to internal and external contacts. Coordinates studies and plans with other technical personnel in the directorate. Recommends specific requirements for new application development and improvements to current applications.
(2) Determines feasibility of the requested applications. Plans, coordinates and accomplishes studies to identify need for new stand-alone and web-based application requirements. Determines specifications, equipment and facilities necessary to develop, modify, and implement needed applications. Designs, develops, implements, monitors, and maintains stand-alone and web-based applications using software engineering techniques. Develops work plans, program logic, special instructions, and detailed flow charts covering processes and application needs. Assures software and systems quality and functionality. Ensures involvement of customer and management throughout the development process. Works with customers to test applications and ensure desired functionality is attained. Performs application maintenance.
(3) Analyzes National Guard Bureau (NGB), agency and locally developed standard/stovepipe systems to determine needed additions. Develops new applications using software-engineering techniques that enhance existing stovepipe systems.
(4) Develops reports on the status of projects. Implements project management principles. Drafts project plans, assigns tasks, monitors progress, and resolves critical issues. Achieves cost goals, schedule goals, and performance goals.
(5) Develops and documents internal Standard Operating Procedures/Instructions (SOP/SOIs) for application development. Creates new guidelines and recommends Engineering Change Proposal - Software (ECP-S) through proponent agencies. Writes and maintains application documentation for internal code. Writes and maintains documentation to include user manuals, help files, and installation guides. Coordinates the demonstration of new and enhanced applications to customers and management. Provides training on application implementation, including classroom instruction and Computer Based Training (CBT) development.
DESCRIPTION OF WORK:
This series covers two-grade interval administers that manage, supervise, lead, administer, develop, deliver, and support information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, networking.

Must possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process and experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

Be considered by the ARNG OPR (DPAC Chair) as an NGB recognized technical expert upon with they regularly (minimum of 25% of the average work year) rely on to provide recommendations relating to state of the art technological changes that will impact the C4 program throughout the National Guard.

Must include a memorandum from the DPAC Chair showing recognition as a technical expert at time of application to qualify for the GS-12 position.

HPUX/LINUX, Server 2008, Oracle, SQL, and Web-based applications.
Per DoD 8570-1, Information Assurance Workforce Improvement Program, applicant must possess the ability to achieve DoD IAT Level II certification within 6 months of date of employment.

Qualifications:

SUBSTITUTION OF EDUCATION FOR SPECIALIZED
Experience:
At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
Transcripts must be provided only if substituting education for experience.
EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete a Declaration of Federal Employment: prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
